Rudy Montiel joined the HENAAC Board of Directors in 1999.
Rudy was appointed Executive Director of the Housing Authority of the City of Los Angeles (HACLA) in early 2005. Prior to joining HACLA, Rudy served as the President and CEO for the Housing Authority of the City of El Paso (HACEP). His tenure at HACEP was nationally recognized. Under his administration, HACEP received the highest ratings of any large housing authority in the United States from the U.S. Department of Housing and Urban Development.
Rudy was also a key player in the landmark Viva Technology Day for the Rooservelt Park Housing Community in El Paso, TX sponsored by HACEP and IBM in which 100 households received personal computers in an effort to bridge the digital divide in the housing community.
In 1994 while Rudy was working at General Motors as a Senior Manufacturing Project Engineer, HENAAC honored him with the Most Promising Engineer Award.
Rudy earned his Bachelor's degree as well as his Master's degree in Civil Engineering from the University of Texas, El Paso.
