In 2006 HENAAC convened an Executive Roundtable in Anaheim, CA, under the leadership of Principal Deputy Undersecretary of Defense Michael Dominguez, who spelled out the vision of a value chain strategy to meet the STEM talent imperative in the United States. From this first Executive Roundtable HENAAC and B.E.S.T. co-authored the 2006 Whitepaper and prepared a proposal to pilot a value chain strategy in East Los Angeles, CA.

The October 2007 Executive Roundtable in San Diego, CA, brought together over 50 high level decision-makers from various industries and parts of the country. Each shared a keen sense of urgency and personal commitment to eliminating this national imperative in STEM. The summary of this Executive Roundtable is presented in the 2007 White Paper again, co-authored by HENAAC and B.E.S.T.
