Angel is currently serving as the Team Leader for Individual Protection (IP) Chemical Biological Defense Equipment Program for the U.S. Army Research Development and Engineering Command (RDECOM), located at the Edgewood Chemical and Biological Center’s (ECBC) Rock Island Arsenal, Illinois. His responsibilities in this position include the management and supervision of the engineering support of Rock Island’s IP program, which includes items that protect our war fighters’ from chemical and biological hazards such as gas masks, filters, hoods, suits, etc.

 

During his career he has had an extensive history of outstanding contributions to the Department of Defense. Distinguishing himself for his extraordinary contributions and technical achievements that greatly assisted our U.S. Service personnel in receiving the best equipment designed to protect them from chemical and biological hazards on the battlefield. Angel works directly with cutting edge technology on numerous systems, such as the Joint Chemical Environment Survivability Mask. This is a joint effort with the Navy, Marine Corps and Air Force that will apply-state-of-the art technology for life protecting logistics, acquisition, and material management.

 

Instrumental in developing a new workflow process for engineering technical data, Angel has performed exceptionally as the lead for this engineering center by defining a universal process for approving Technical data for use in defense acquisition of military equipment. His ability to manage complex technical issues, and effectively  coordinate with other Department of Defense agencies and private industry, has provided assurance that program initiatives are being completed within required timeframes. Angel is considered one of the premier engineer and scientist in his Command.

 

Angel’s stellar career represents a person who is truly committed to ensuring the safety of our nation, and the advancement of technologies to support our war fighters during strategic missions.

 

Angel was born in Chicago and was raised in Puerto Rico.   He earned a Bachelor of Science degree in mechanical engineering from the University of Puerto Rico at Mayaguez in 1982.  He is a graduate of the Product Production Engineering Program at the U.S. Army Internship Training Center; he also earned an MBA from St. Ambrose University. Additionally, Angel is a Level III Certified Acquisition Corp Professional.

 

In his spare time, Angel enjoys outdoor activities such as biking, walking, swimming and yard work.  He also takes pleasure in attending social activities, salsa dancing; traveling, visiting amusement parks and watching his kids play soccer and softball. Angel resides in Iowa, with his wife Teri, their son Evan and daughter Alyssa.
